Unionville Chadds Ford School Board Meeting
School Board Notes
April 20, 2009


The meeting was called to order at 7:30 p.m. All Board members were in attendance; Curt Baker via phone.

 

Superinendent’s Comments:

Ms. Parker introduced Mark Ransford, Principal Chadds Ford Elementary. Mark recapped the days event of receiving the Blue Ribbon Award of Excellence. A representative from No Child Left Behind had presented the award earlier in the day. Sharon commented that this is national recognition for our school. Carrie Dickmann presented, on behalf of Compassionate Friends National Organization, the 2009 Compassionate Employer Award to Sharon Parker. UCF is the first school district to ever be presented this award. Other awards - Mrs. Cippolini, kindergarten teacher at Hillendale Elementary, was presented the Citidel Award; Julie Krauss, parent, was awarded Parent Volunteer of the Year Award for Gifted Education.

Student Representative - Shannon Pitt - Shannon shared the names of the seven National Merit Finalists and other news regarding Student Council.

Resident’s Comments:

Pocopson resident - The Board’s continued support of the high school project, in addition to the under the cap financing is very bad. It is the worst project proposed in our district’s long history.

Chadds Ford resident - reminded everyone that the League of Women Voters is hosting a Meet the Candidate Night on May 13th at 7:00 p.m. in the UHS Auditorium.

E. Marlborough resident - disagreed with a previous comment stating she felt the air conditioning project was worse. Also commented she felt the space being allotted for the Administration area is too small.

E. Marlborough resident - the referendum was about financing and not the project itself.

Several area residents praised USC and support for the fields.

Chadds Ford resident - raised a question about the Right to Know law.

School Director’s Comments:

Mr. Price - concerned that some of the comments from the residents are conflicting. One says the project is too big, another says too small. The Board is doing the best they can. He supports the decision made by the Board in not releasing the plans for the building project. It is a security risk.

Mr. Wandersee - reminded residents that seven years ago some wanted to close Chadds Ford Elementary and here they are today receiving a Blue Ribbon Award.

Mr. Murray - upset about Pennsbury Township not allowing the Blue Ribbon Award sign to be placed in front of the school.

Mr. Baker - followed up on the previous resident comment regarding Act 3 (Right to Know). More information can be found at https://www.dced.state.pa.us/public/oor/pa_righttoknowlaw.pdf. Total requests for information has been 17 to date. The legal fees incurred as a result of this law has been $29,175 (from July, 2007 through February, 2009.)

Mrs. Halstead - commented she is proud of the community for coming together for the Blue Ribbon award and stream clean up.

Mrs. Brown - congratulated CFE and reflected on her own years attending the school.

Routine Business

Routine business was conducted by the Board; minutes were approved and filed.

Facilities - Mrs. Halstead - a lottery was held for summer job applicants. Those selected will be contacted. The total price for the artificial turf is $1,091,646.80 of which $200,000 is the cost for site preparation. The field should be ready by August 19th. A vote was taken and passed 7-2 in favor of the turf field. The no votes came from Mrs. Trigg who wished she could have supported the vote but was concerned with the under the cap spending and from Dr. West who said she was a supporter of the project in its entirety, however, after two defeated referendums, she cannot support any part of the project. Mr. Murray views the turf field as separate from the building project. He supports the field but not the building project. Mrs. Brown commented she was elected to the Board to do what “we think is right”. She also noted that she received a check from USC for $100,000. Ms. Parker thanked Joe Carney for his dedication and that USC has raised over $200,000 with contributions coming from over 260 contributors.

Curriculum - Mrs. Trigg - one action item passed for the Immaculata enrollment agreement. Summer enrichment programs are listed on the district’s website. There is a movement towards national standards vs. state standards.

Finance - Mr. Murray - three items for approval were discussed (mini van, CCIU core budget & occupational education budget) all of which passed. The Department of Revenue announced eligible homeowners will see a credit on their tax bill as a result of the Homestead Act.

Personnel - Dr. Sweeney - personnel items for approval were discussed.


Communications - Dr. West - the district is trying to find a cost effective way of communicating with the community. It is very expensive to send the Newsletter and find very few read the information. The next Community Conversation (4/29) will focus mainly on public use of our facilities.

Legislation - Mr. Wandersee - a legislative group from CCIU was asked their opinion on graduation assessments.

Resident’s Comments:

Pennsbury resident - thanked the Board for the vote on the turf and Joe Carney for his work. Resident also thanked Ed Murray for his comments regarding the sign at CFE and mentioned a resident donated $700 for the variance for the hearing on the sign.

Pocopson resident - was disappointed how many uninformed residents are regarding school projects and the needs of the district.

E. Marlborough resident - the Act 1 index is currently at 4.1% and is currently two years behind. As a result of the current economy, the index will be down in two years to 1-2% which will greatly impact tax revenues.

Board Commnts:

Dr. West - thanked Joe Carney for his work and is proud to be part of all the celebration which took place today.


Mr. Murray - has an appreciation for the building project and will be attending the Pennsbury variance hearing.

Ms. Parker - stated she had a deep appreciation for CFE and the Compassionate Friends Award.

Mrs. Trigg - was bowled over by the Carrie Dickmann presentation and felt it was one of the most touching things she can ever remember.

Mrs. Halstead - thanked the Board for their vote on the artificial turf and has visited local schools and has seen their facilities.

Mrs. Brown - even though CFE received the Blue Ribbon award, she feels all of our schools are Blue Rubbon schools. The next meeting will be held at Hillendale Elementary on May 19th.

The meeting was adjourned at 9:35 p.m.
